So, my moped has never been registered.
I live in California.
What should be my first step to handling this?
I've tried searching around online, but I still don't have any clear answers.
I definitely don't wanna have to pay a ton of fee's, but I'm sure that's unavoidable.
Any help would be much appreciated! Thanks!

Simple. Go to your local DMV or tag office and they'll tell you what to do.

well if its never been registered ever or did it just fall out of the system?
because i had a honda monkey clone i had to sell because getting it registered would cost me $800 because it was never registered since purchase in 2001 i bought it for $600 in 2008 so it was bye bye monkey clone.
any way good luck on the registration

yeah well call the dmv and ask them how much it will be to register. thats the best way to find out.

Not all states require registration. Here in Missouri, 50's are not required to be registered, titled or licensed, no MC endorsement required (just regular DL), no insurance required, no inspection required. Most likely the scooter came from out of state. Of the 6 small scooters I have, I only have title for one. It came from Illinois. I tried to register it here in Missouri, and they didn't know what to do with it. My scoot hasn't been registered in the last 10 years and it's going to cost me $60 to get it tagged, etc. in Oklahoma . . .
