Aero 80 Buying Advice ASAP

So the Spree project is done and on the road and my girlfriend is happy riding it. I have been watching for an Aero 80 for myself to come up locally to replace my tomos targa. Yesterday one popped up, the asking price is $600. Talked to the guy on the phone he said it was an 85 and I am thinking great side storage box!
I show up to see it today turns out to be a 1983, no side box :-(
Please see the photos below along with the list off issues(you may notice the scooter is not upright, issue #1). I was going to buy it on the spot but then the registration he had was a non-transferable one and the story of how he obtained it and I got a little leery, I need to check on this with the DMV tomorrow. Then I started thinking of the costs to fix up the issues...

What should I be paying?
3500 miles on the OD

Issues
-Its been re-painted, original red, new color grayish, paint job is a B
-Cracked front wheel fender, did not notice any other plastic damage aside from the paint job...
-The tires have dry rot cracks and will need to be replaced
-Front brake cable sticks, you can pull it but it does not return unless you push it back out
-Passanger side rear signal lens cracked and missing piece on the side
-Small nick in the seat cover
-Battery dead, says it worked before with the electric start but now its drained or dead.
-The low oil light is illuminated, but the tank is full, he says the float fell off, it has been run for time and is using oil or it would have seized
-The kick stand and retainer pin are missing, one of the round 'loops' where the retainer pin would slide through is broken open and bend the other is just a bit bent, would need to be welded maybe a washer of the right diameter onto each side to replace/reinforce the broken part? Whats this going to cost?

What are all these parts going to cost me, I will do some research too. Is there anything else I should be looking for or checking?

i'd say $600 is a bit much...but then again, im cheap.
i paid $75 for 2 of them...and now im parting them out...one of them is 98% complete...
so if there are any parts you need, hit me up.

I forgot to mention an important piece of info in my initial post, when I left were were at $375 including him dropping it off at my house. I like to think of my self as thrifty too. I was going to agree to the price then I started to think about that list above and the prices for the parts...

i'd say 375 is an okay price...not a steal by any means...but imo any honda scoot in 90% complete condition should be under 400(unless it just rolled off the showroom floor...or is a motocompo). also, i wouldnt spend more than 200 on a spree, but thats my local market i guess. scoots seem to cost a bit more in college towns(www.crazedlist.org is neat for finding stuff like that out)

Yeah, I got my spree for $75, but then had to clean it up and replace some parts to get it 100%.

Just my feeling of the whole thing for the Aero 80 is that 375 seems okay, but I dont feel like its a deal especially when I think about the parts I need to replace just to pass inspection.

dont worry about price.
im selling my whole bike for $10 per part and another forum member may still ahve some leftovers from his "free +shipping" sale.

I have the kickstand, bolt and spring if you need it... all you need is a cotter pin to mount it up.

I also have a front fender in silver may/may not be in better condition then that one.

Thanks polarice, I will keep that in mine, at least that ticks one item off my parts list.

Anyone else with feedback on pricing? How low can I go?

i'd pay 300 for it delivered... and think i did alright.
but 350-375 is okay. i mean, come on. he came down almost 50% from his original asking price.

Yes, I would feel better with 300, because its going to cost me another 100 for the parts once I get it.

It was too late to call the DMV yesterday, I will call this morning. Just want to check on the registration thing, what forms I would need to take ownership, and if the guy calls me back see if they can check if the VIN is clear.

Called the DMV, they said basically the person who it is currently/last registered to can come down to the DMV pay $3 and get a transferable registration printed out. Even if I buy it and fill out these other forms I will not be able to register it myself unless this step is made.
Going to call the guy now...

Talked to the guy, he says the person he got it from who is his wife's cousin or something is going to the DMV to get the paper and should have it by tomorrow. Now have to wait again for him to get off work at 3pm to call tomorrow.

Anyone else have feedback on pricing or a good negotiating tactic. Last we talked price we were at 375 delivered, but I think he will go lower and I found a friend who can help me pick up.

if you NEED to get it lowered...just tell him "hey, i found a source for the missing parts, but they're asking an arm and a leg...I'd really like to get this thing complete and running properly, but that's gonna cost me quite a bit"

or my line.

"I'm Jewish, what? you want i should spend my retirement fund and not go to florida?"
