Belts are more efficient than chains.
They are lighter.
They are quieter.
They require less maintanance.
Most important, the stock design uses the belt's V shape to maintain tension. You would need to add a tensioner to keep the chain tight.
Even wazoo 70 MPH scooters use belts.
Why, again, would you ever want a chain?

PS the Honda Bahama does 80 and its a chain driven 50cc engine.
