Should I buy a 1996 Elite for $600?

My coworker is selling a 1996 honda for $600. I'm unsure of the model however I believe it's an elite. (It's blue.. if that helps, and we're in Washington state)
I'm looking to get my feet wet and this would be my first moped.

It has 3k miles on it and has been used entirely for a 4 mile commute to and from work.

New carb, replaced in the last year.

Thoughts?

Note: I may be able to negotiate down to $500-550..

Second if it's an elite 50 that's titled id say yes.

These were the only models made for usa that year.

1996
1996 CH80
1996 CN250
1996 SA50
1996 SA50P
Either way, if it's running, got a Wa. title, I would go for it.
You can always turn it for a better one later......

What's the deal with titling? Why would that be a deal breaker?

From what I've seen it doesn't appear to be that difficult to title this bike since I'm in Washington.

Just trust us you want a title. No title could be a mess could be stolen and could be a real nightmare to get a title. Elite 80s up here in the nw are everywhere around that price. not sure where your at in Washington but in Portland there are at least 3 80s a week on Cl. If it's a 50 I'd buy it no title low ball em

In Seattle it seems like everyone wants $1000 min for their old 50cc.

If you can find one with an af16 that isn't beat up its gonna cost ya. They just aren't that many. Must be all the hills because there are countless 80s and 125s up here. I look daily and check Seattle every once in a awhile and they just don't pop up very often.

you think i'm shooting myself in the foot by buying a 50cc if I live up on a hill? Maybe not if I unrestricted it?

Oh * no. I live in Portland and even before I modified it it was fine. The elite 50 will be fine up in Seattle. A few tweaks to help in the hills and you'll be set.
All I was saying is that it seems to me back in the 80s 90s honda sold a ton of 80s and sprees in the nw and not as many elites. Not sure if that's true but finding a good elite took me d*** near a year of looking religiously for a good solid example to come up here in PDX. And haven't seen many since. Whereas, if I wanted a good clean 80 I could have half a dozen to choose from every month.

For the price +$200ish range I could get a newer year moped, for example I've seen a lot of these:

Want to make sure my bases are covered and this is a sound first bike purchase.

i prefer Hondas but that's just me. The pre bugeye zumas are great and the newer zumas seem to be ok. I don't know enough about them. Though I do like the bigger tires on them. Would be a good buy they are to expensive here in Portland typically going for 1200 on up for the newer ones.
