2001 Honda Elite

Looking at a 2001 Honda Elite Big E
They are asking 650 with 3800 miles.. Is this a good deal?
It looks clean... Can you do a lot of mods to this model?

It's the SA50P and looks to be in fairly good condition. Maybe I would buy it for 500 if it's got a title and runs well. Price will depend on your location. I see the carburetor may have been replaced? I really can't see if it has the air box or not. It does look as if they have painted the wheels silver and I can see the lower side skirts have been trimmed off along the floorboards and the upper parts appear to be attached to the body covers by some kind of screws or rivets and the front nose fender is missing or has been damaged? You would be able to do plenty of mods on that even though it's the "restricted" model. Some of the missing or damaged replacement parts are obsolete but can be found used on occasion. Good Luck!

What exactly is restricted on these?
Also would it be fairly easy to make this scooter hit 45 to 50 miles per hour

The restrictions are easily removed or bypassed. It's fairly easy to get it to 45-48 mph in 49cc form, but to get to a definite 50 mph or more, you will need a big bore cylinder kit/additional mods.

I thought the elite S was unrestricted?
I got him down to 600 so far. The panels have been repaired and repainted and a newer carb he said. The speedo doesn't work. He said it was in a barn for awhile when he got it. He went through it all and got it running good. Not sure if it's worth the hour drive or not to go see it.
My brother is selling a 2005 Honda Elite 80 with only 1600 miles in near mint condition for 1000.
What should I do?

In my area, anything over 49cc I need a motorcycle license and insurance. So I stay under and pay nothing but annual license tabs for $25/yr. Besides, my scoot spanks the 80’s and 150’s that try to flex at the stop light. Even caught a few street bikes slippin and jumped in front by 10 car lengths before they realized I aint playin.

In all seriousness, its the right model/motor to modify but $600 in that condition is a bit steep.

In my state you don't need a motorcycle license or insurance unless it's over 100 cc.
I'm going to offer him 500 and see what happens.
