Here's another way:
Soak a couple of paper towels in Mineral Spirits - nothing stronger. Lay them over the fork leg, then thread a plastic bag over the leg, squeezing out as much air as you can. Tie with a rubber band and go away for a few hours. The glue should soften, but the old paint should remain intact, letting you peel off the stickers. Acetone has been known to dissolve paint using this method, so avoid high-volatility solvents.
