too much oil could be the cause of the oil in the air box.

There should be 2 breather hoses going to the airbox - one on the front from the crankcase, and the other at the back from the transmission case (your mystery hose). Either could be the source of the oil. However, its most likely from the crankcase as that's more prone to positive pressure. If the oil is dark and "carbony" its probably engine oil, either from overfill or blowback. How's the compression?

There is a oil drain that has a plastic cap on the bottom of the bike on the right side. You should drain it of any excess oil. It is part of the recirculation emissions control and is meant to be drained periodically. If it is full it will spew the oil into the engine through the intake system. As the engine ages you will get more.

Thanks alot guys for the help. Also how hard is it to replace the throttle cable? This is my first scooter and my first time ever doing work on one. Usually working on quads.

is it necessary for my 2 hoses to be connected to air box? or is it alright for them to be vented to atmosphere? thanks guys.

You could vent to atmosphere, with the following considerations:
  • may need an oil trap on crankcase vent to avoid splashed oil
  • should probably put a small dust filter on the transmission vent
  • holes in the airbox should be plugged

Get a big bucket of water large enough to completely submerge the gas tank.

Have the gas cap, fuel sender cap installed on the tank, but remove the petcock. Try to find a rubber bung that will fit over a bicycle tire pump on one end, and seal into the petcock hole at the other end.

While the tank is fully submerged in water, pump the tire pump to create some air pressure in the tank (only a few PSI). You will see air bubbles emerge from any leaky areas.

You may need to seal the gas cap air vent with your finger to create enough air pressure.

Precautionary notes:
make sure the tank is empty and preferably air dried and don't try to do this while smoking. Failure to heed these warnings could make an impressive flamethrower!
