the forks lowers I am getting are straight while the spree fork lowers kinda bend in so a wider wheel will work. But it needs to be disk brake wheel.

what is a good inexpensive shock upgrade for a stock spree? I am 210 lbs

"inexpensive" and "upgrade" usually don't go in the same sentence. Question is: are you looking for a stiffer spring or one with more travel? or both?

firmer as it seems my stock one is a little on the well worn side. I am thinking a ruckus oem shock might do the trick.

A friend of mine just got an elite with back brake cable frozen. I had to remove cable to bend it around and free it up while squirting gas down into the tunnel with a squeeze bottle. That did the trick. I was just corroded from sitting.

Make sure you run wd40 or some type of lubricant if your gonna go that route. But I have to say that my rear cable was siezed and when I finally unsized it, it had little to no "meat" to the cable and snapped so for 20 bucks pick uo a used or sa50, etc simular scooter drjm brake cable and play it safe. Unless you wanna free up a cable and inspect it, my bike was siting for close to 25 years.

Another thing to evaluate is the cam arm in the brake panel. Steel shaft in a cast Al-You-Minnie-Yum panel corrode fast if the grease dries out and gets really stiff. This can in turn cause rapid cable wear. This critical system should not be mended on the cheap, or you bet your life. Disassemble, clean and grease liberally, and pony up for new cable and components if any doubt exists.

I am tossed on either go the cheap route and swap in a 87 Aero 50 AF05e variated engine into my spree or pony up for an AF16 or AF18. I am not looking for a huge top speed gain just more umph

Problem is the 87 afo5e doesn't have kick start.

By that, you mean YOURS doesn't? Mine does.

1985 was the only year Aero without the kicker, from all I've read. For sure both '87s I have owned had one. What's the engine serial number?
