I have a 1986 Honda Spree and it was running fine and one day I was driving half throttle which normally gets me about 25 miles an hour and I slowed all the way down to two and it would only go two miles an hour even if I accelerated it would rather up but not go faster... Then I walk the bike for a little ways to my house and got back on and try it again and with the throttle opened up just a little bit it slowly increase speed back up to 25 but soon after went back down to very very slow at less than 5 miles an hour help me out what's going on is it the clutch or the belt?

For a bike as old as a Spree, probably a little of both.

For belt replacement, you'll want Honda part number 23100-GK8-870

Will run ya about $20 here: https://www.hondapartshouse.com/oempart ... belt-drive

Is also available at many Honda dealers, eBay, etc..

For the clutch, you can get it repadded for around $50 from http://www.jwpartsplus.com/jw-clutch-worx.html

Also recommended, but not necessary, is replace your clutch springs as well. For that, you can use Yellow (2500 rpm) Leo Vince springs for the Yamaha Jog.

Those can be found here: https://www.ebay.com/itm/301523979906

If you order the springs and send them along with the clutch to JWPartsplus, they will install them for you for free since they will remove the old ones anyway when they re-pad it.

And to answer the question, the problem is more than likely the clutch slipping. You can scuff up the pads and bell with some sandpaper as a quick fix, but more than likely, you need to have it repadded or replaced.
