Brakes or a slipping belt.

Doesn't sound like the belt so must be brakes I was just curious if any bearings are known to be an issue. This scooter has been sitting for about 2 yrs in my garage and has just over 10k on it. I was storing it for a friend and he finally sold it to me. I have another scooter that I love a 99 Yamaha Zuma with a 70cc bbk installed but it just wasn't fast enough. I looked forward to fixing this one up now. Thank for your help. I'm still interested in the right side cover

There is a granny seal that can fail and then the bearing will too. You'll be able to feel/hear it when rotating the wheel by hand.
