I have a not-for-export 1983 Honda Flush that came without body panels, meaning the one(s) below the seat and above the front wheel. I've looked at stock photos and from the shell of a hot water tank with 50 gauge steel, made a body panel for below the seat. Welded it up, now need to use filler, sand, and paint.

This leads to two questions: 1) how does the rear luggage rack attach to the frame beneath the seat (you won't own one of these Flushes but may have ideas)? and 2) how to build the front panel that includes the headlight, front steering column and area above the front wheel?

You've worked hard. Nice. Can't wait to see it finished and painted.
On Elites, there are a couple of studs under the seat and another pair poking through the rear cover. Castle nuts over flat washers retain the rack.

Not sure how to help you with your question: "how to build front panels"
You appear to have a firm grip on panel fabrication.
I might offer one thing, if it were me making it, chances are it would be angular, not rounded.
Seems the easiest to fab, and mimics the Elite 80 front panels.
Wheelman seems to have answered the first question, as the scooters of this era
seemed to all be set up in a similar way.

Thanks for the front view of your blue Elite that is more square and flat than the stock Flush photo I was able to find. I want to build it round, bulbous that it is, which also ranked it as one of the ugliest scooters. The only visible points for attachment to the frame are the bolts on either side of the headlight.

The points of mounting for the front cover are located along the outside edges, and inside the cover.
They are posts that accept screws that are put through the INNER cover (or kick panel),
That inner panel has some attachment screws that secure it to the frame and footboard.

I see. Where I circled, low are two 6mmx1mm threaded holes for the inner panel and floor board that starts curving up. I might attach a horizontal piece of wood to it for the kick panel that is black. The upper part of the black panel would attach just to the left of the ignition switch. By building the black inner panel properly, the outer panel can attach to it. Using steel, I'll need to think through the attachment method. The outer would also connect to the head light bolts.

It looks like only 12" width to work with to extend the floor board and build the front panel.

I have a question: How wide is the floorboard and front portion below the handle bars on the stateside Sprees? Mine is 13 inches as I compare to a stock photo, width unknown. Thanks.
