Okay so i changed the seals but i cant seem to get the drive belt back on. It doesn't seem to fit like it did before taking it off. Is there any special way this is supposed to be put back on?

Force the rear pulleys open (its tough) and force the belt as deep into the opened pulleys as you can. This gives enough slack to get the front drive face on with belt.

The clutch pullies, man...force the belt as deep into them as you can. That gives all the belt slack you need to get the front together. Its a tough spring and wants to slam shut on you. Gotta use muscle.

Hehe, try doing my daughter's, her TaoTao had a 2500 rpm contra spring, wanna talk about hard getting the belt on. That one took a man and a boy to close.

When you wrap the belt around the clutch it sits at the top since the center spring keeps the sheaves shut. Like this:

Squeeze the sheaves open while forcing the belt deep between them. This gives you tons of belt slack to assemble front pullies easily....like this:

Only use the kick starter to start for now. Do another compression test and report findings. also be sure the spark plug cap is firmly connecting to the plug. Reset carb air/fuel screw to 1 full turn out (L) from closed (all the way in) and allow 12-16 kicker strokes to fill the fuel bowl.
I’m sorry but some mechanics out there like to replace parts to try and fix things so I’m trying to encourage you not to give up.

Yep, keep at that kicker, don't kick hard and get frustrated, gotta give compression and vacuum enough time to open , fill that bowl and get flow going, sometimes it takes a while.

Step 1 should be to put your location into your profile. If you live near me, I will come over and fix your scooter for free.

I live in washington. I'm from seattle but im off in college so im about 6 hours from home and i dont think anyone lives near pullman lol. Anyways I did the compression test and it came back 15 haha. It was at 75 before i checked for the rings and put in the new gaskets. I probably messed something up then. What should be my next step?

That also explains why it wont even start with starter fluid now.
