MY SPREE IDLES, BUT DOESN'T RUN UNDER LOAD

My 1985 Honda Spree had sat for about 1 year. When it had run previous to this it would only do approx. 5-7 mph. Then one day it wouldn't run. I finally dug it out (I'm a college student, walking sucks). I put a new battery in it. It will start without applying gas, it will idle but will not go under load, it chokes out. Any carb diagrams, any help is greatly appreciated.

Is the aircleaner hooked up? Is there a good filter in place?

Yes, I purchased a brand new filter element, and installed it, and checked to make sure the box is sealed and plumbed, everything is in order. I believe it may have something to do with the way I have the choke installed?, Does it matter? Also I need to reset the jets. If anyone has the specs for the carb so i can see where to set the choke, if it matters. Also where do i set the clip on the needle?
