It's just how they work. The oil catches the dirt and crud. Lawn mowers use a version of this. They're a cheap filter, and cleanable. Make sure to wring out the excess oil.

oil restricts the air that comes in, creating suction, which is needed to pull the gas from the tank to the carb.

Minor correction Jim:
Increased vacuum to pull the fuel UP from the bowl into the venturi (Mikuni style).
Note: You don't ALWAYS have to oil the filter. Try it without oil before soaking and wringing out the excess. It may work just fine. Saves a little mess anyway. I'm still deciding if it is really necessary as it contributes to the foam breaking down over time. Of course, at around $4 it isn't that critical to extend the life of the foam anyway.

New Honda Spree Air Filters come presoaked in oil, it would not be necessary to do it again.

nonsence, untill filters start to fall apart all you need to do is regular maintence to them. This involves cleaning them and re-oiling them every few hundread miles. they usually last a very long time.

I wouldn't wait until they fall apart to replace them. It would somewhat troublesome to clean all that foam out of the carb.
