Why would you permanently engage it? It won't run like that.
If you're in a crunch, you can start a Spree using a drill with a socket. Remove the bendix and leave off the sidecover, reassemble front pulley. Hook up a drill with a socket to fit the front pulley, and spin the engine CW. This should start it up if it's going to. Then you can decide what to do further.

The bendix is the shaft with two gears on it; the starter turns the bendix, the bendix has a gear that jumps out and engages the starter ring.
Bendix may be a US only term, the name of the inventor of this type of starter, I believe.
