Need suggestions on 2nd aero 50

My younger cousin also has a 85 aero but the problem with his is the back wheel seems to jammed or something. We thought his was a broken belt like the one i just got off ebay but when I opened and removed the case cover the belt is intact and when I hand spin the crank? It and the clutch spin freely but you know that clutch fan on the outside of the clutch? It is stuck in place like the back wheel it. Now when we start it it will run but when the clutch engages that flywheel/fan it boggs and died. Got any suggestions?

Does the back wheel turn freely? Brakes/gears locked up?

The back wheel will not move at all and I took pushed the back break lever all the way to the back as to from it if it was sticking. Now we are having a problem getting the back wheel off. Off is counter CW right? We are going to heat it with a torch and try to free the nut that way, it soaked in wd40 through the night.

Today we got my cousin aero up and running. We heated the back nut then hit is with the impact and it freed right up. Thx jay looks like it was the breaks sticking after all.
