The engine kill wire is black with a white stripe.

The black/white wire comes from the cdi and goes to the key switch, then goes to the kill switch on the handle bars.

If this black/white wire gets shorted to ground (always a green wire), the cdi stops sending pulses to the coil.

Both switches in the "run" position are open (not shorted to ground).

Ok my problem still persists. Is it possible for CDI unit to start the scooter and keep it running but fail to kill the motor when I flip the killswitch or turn the key off?

Yes, but extremely unlikely. To check that just short a green wire to the black/white wire. If the scooter shuts off it ain't the CDI. Oh and be d*** careful with that black/white wire, it will hurt like * and possibly numb your arm for awhile.

Thank you all for your help. Turns out the old CDI unit was faulty and unable to send the kill so with a new one purchased, I was able to turn the scooter off via ignition switch and killswitch.
