Hi,
Ive cleaned the carburetor, as soon as i get up to 23mph it feels like it wants to stall. it feels like loss of power, or the carb is getting to much gas and flooding...... there are 3 screws on the carb... i need to know what the proper adjustments are. i Know that the top one is the idle and the bottom one is the float? what are the proper turns for each? any help greatly appreciated

Greetings:
there are 3 screws on the carb... i need to know what the proper adjustments are.
There are only 2 that "adjust" anything. The lowermost is simply a plug for the bowl drain. None of these screws affect performance at 23 MPH. Don't monkey with the carb. Your first premise - that it's a carb adjustment issue - is incorrect. Therefore "adjusting" will just wreck the circuits in the carb that were working before; Idle Speed and Idle Mixture.
i Know that the top one is the idle and the bottom one is the float?
The top one Stops the slide from closing all the way, and the adjustment sets idle speed. The middle screw sets the idle MIXTURE. Service manual or Wikispreedia outline how to set things up as a baseline.

Again, a malfunction at "speed" - even only 23 MPH - isn't going to be affected by the Slide-stopper OR the Idle mixture. Your issue lies elsewhere.

Maybe your speedometer is off and you are actually going 88mph and traveling through time.

How is your air filter element? Did you check the carb and airbox connections yet? Does the airbox lid have a gasket and is the lid snugged down. You could have a nice little air leak making the thing run lean. Its very easy to have the air hose leak where it connects to the carb.
