Help! Pulled the wrong bolt

I'm new to scooters, i have a 99 Honda Elite. I was trying to change the oil yesterday and I pulled the wrong bolt to drain the oil. I pulled the bolt right underneath the oil fill. With that bolt came a spring and some sort of cylinder. What is this for? And is this correct order of how it goes back into the motor(pic)?

I have not downloaded the manual, where can I find that? I'm not sure something like this would be in a manual...

Looks like you have the CH80 Elite. You are not alone in mistaking that bolt for the oil drain - no harm done as long as you don't crank it before you replace it. Here is a blurb from another site about that:

I am separating the Elite 80 from the bigger scooters because it has a unique drain plug location. The drain plug is on the lower left hand side of the engine in the red circle. It is not located under the engine like the other scooters. There is a plug under the engine, that is often taken for the drain plug. This plug contains the cam chain tensioner assembly. If you unscrew this plug, a bit of oil will come out. This makes it seem like it could be the drain plug. If you put the parts back in the correct order (the small metal rod goes in first and then the spring) and screw the bolt back in, there is no harm done. The harm can occur if for some reason you start the scooter with this bolt out, or if you reassemble the parts incorrectly. The cam chain can (and probably will) slip of its sprockets leading to damage and misadjusted valve timing. If this occurs, you will have to disassemble the engine to check for damage and replace any broken or damaged parts.

The manual should also assist with replacing the mechanism correctly.
