Graphite9 is correct, all my Spree's would not run properly without the stock airbox, with stock filter, with good cover gasket and with center screw in place.
Spree carburetors are intolerant of anything that clogs a passage. If you have rust in the fuel tank, you will have perpetual carb problems, the tank must be super clean.
Besides your engine not running right, the sound is not correct, are there holes in the muffler ?
The starter drive has to match the starter spline ( gear tooth) count, there are 10 tooth starters and 11 tooth starters, they wont work if mixed up.
I have owned about eight Spree's and maintain someone else's fleet of over twelve more plus four MotoCompo's, most if not all were in terrible shape, every fuel tank, petcock, tank screen and carb was gone though thoroughly by me, I didn't know anything about Spree's a few years ago, but now know that the fuel system has to be perfect, no exceptions.
I hope you can get the scooter sorted out.

I did the bottle cap trick, it was on it at the time, I believe the petcock is the problem. The exhaust is super easy to blow air though, I checked it for leaks and found nothing. I would assume that oil would visible if it had a leak in the block anywhere. And for the moving electronic carb, does anyone else move like that? The crack in the barb dosn't leak air or gas, its air tight once screwed down.

dude. i agree with swimmingfree. the crack in the carb not somthing to ignore. did you spray the crack with carb cleaner while it was at idle to see if the idle speed changed? if it does change in idle speed there is a leak.

The crack is not all the way through and I did test spray it, idle stayed same, Do you happen to know if there is a video anywhere of someone properly showing how to put the autochoke on the carb, because my wiggles and its mounted with the only hardware I have.
