Measurement on Front Forks - Possibly Bent
Does anyone have any measurements from the Frame to the Front Forks on a 94 elite 50?

The steering does turn from lock to lock but has drag in each direction about 3/4 of the way to the lock.

This is a new scoot I recently purchased. It did have some front damage to the plastics as I am repairing. I've pulled all the plastics and checked to make sure the cables were not causing any binding. Im just looking for a measurement from the frame to the center of the wheel/axle. I think that will give me an idea if its back.

If you have a bent front fork, you will notice it in the handling. I've had bent forks on Sprees and an Elite 80. Usually will pull to one side.

Yea, those measurements may help me get an idea if it's out of alignment. I'm going to take a look when I have time and post the results!

Bent forks are usually obvious b/c they rarely bend back straight (unlike bicycles.) They bend crooked, leading to a bike that leans to one side while riding straight.
Get on ground and look from front to rear of bike with bike on stand and front wheel facing forward. If the front tire is in plane with rear wheel, you're probably fine.
It's something to always check, esp. on non-runners. I've accidentally bought Spree with bent forks (Elite are usually even more obvious) and had to replace.
What you're describing may just be bad bearings.
