Fan shroud and engine cowling vibrating

My 2000 Honda Elite S has a pretty good vibration in the cowling and fan shroud right around 1/4 to 1/2 throttle. I checked the bolts on the shroud and they are tight, what else could it be?

check the trueness of the crank
