I don't think you will be happy with the wire wheel results.
I strongly suggest to sandblast them, that is the only way to get your primer or powder to adhere.
If you sandblast them you have the option of prime/color/clear, or powdercoating.
I usually sandblast them myself, frequently I am in too much of a rush for powder, ( even though a friend owns a powdercoat shop) so I prime them and then use a semi-flat silver, also known as Argent silver.
You don't have to remove the tires from the wheels, but it only takes a few minutes, I use a bench vise to break the beads, and a couple tire spoons to flip the tire off.
