Piece of metal with holes on NQ50 exhaust? Is it Needed?

What is that additional piece of metal on the exhaust for on the NQ50? One the screws was loose on mine and rattling so I tried to tighten it and it broke off! Can I just take it off and pitch it or should I find a welder? Im thinking its a heat shield so as not to burn your leg after a ride. Thoughts?
