Kick Start with Dead Battery??

Can you kick start a 1994 Elite S with a dead/low battery? The diagram in the service manual makes it look like the ignition is totally isolated from the battery, but then says to make sure the battery is fully charged before troubleshooting.

If it's COMPLETELY dead you might wanna unhook it, but it should start.
