'85 Aero Running slowly

Hi everybody, just got my first moped/scooter (non-running) and miraculously got it running. When its up on the stand it idles and accelerates fine. But upon riding it you have to accelerate slowly otherwise it stops accelerating and will sometimes quit. It also only tops out at 25mph at 1/2-2/3 throttle and wont accelerate if you give it more throttle.

Im new to actually working on engines but some ideas I have are:
New battery (the one i have holds a solid 0.14v and I have to jump start it or use a drill :thumbsup: )
Clean the carb (came from the coast so there could be sand in it?)
Adjust the carb (idles well and sounds good when it does accelerate)
Those are obviously things I should/need to do already but I want to sort out this issue first.

Clean that carb and install a new air filter. I bought a Spree with the same exact symptoms and this fixed it. Do all the inexpensive maintenance items first to see where that gets you. New spark plug is under $5 also. Below is some very helpful links.

thank you very much. i tuned the carb more today and got it to accelerate much better and gets to 30mph. BVut once it gets hot it will quit if you get off the throttle. Hopefully cleaning the carb will fix that plus it seems the belt is nearing the end of its life.
