Virtually every hardware store, power equipment, lawn mower, automotive parts...has Woodruff keys.

Like Mr. Mike said...they can be had many places. However, if you simply MUST have an original "HONDA" overpriced sliver of metal at the cost of 6000x actual value you can order it from a Honda Dealer. Part# 90741-035-000

For example: Partzilla has them in stock for $2.89 with likely $7.95 shipping. If you go this route, grab your ankles.

Greetings:

I've always had good luck getting it straight from the local Honda dealer for the afore-mentioned two bucks. They're an ubiquitous part, used on many other models, so still available and real cheap if you cut out the shipping. Be sure to torque the flywheel down to spec. The key only positions the flywheel. The friction of the cone-shaped crank and socket keep it from spinning, so it has to be TIGHT. I can assert this from personal experience...

I recently had to replace the woodruff key on my honda spree and if your city is anything like mine don't even try to buy one at a hardware store or power sports store. I spent two days going around town to every store to find none would fit. Finnaly I ordered it from the link that someone posted on this page. Good luck.
