What about just replacing the Carb? Why would it run better when leaned to its side?

Probably...the float is not allowing the bowl to fill to specified level,
and when the scooter is leaned to one side, the fuel level reaches all passages and runs better.
Maybe the float has gone bad. Maybe the float needle is bad. Either will cause trouble.

So whatÔÇÖs the best way to cure this ?
Should I buy a new carb on eBay or used one ?

Have you checked the in-tank fuel filter? Ive noticed that when they clog, its usually gummed up on it's bottom half. Maybe when you tip the bike it allows fuel to reach higher up on the filter....longshot but worth a peek. At the very least you'll have a clean filter afterwards.
I need to find some new haters...the ones I have are starting to like me.
