spree won't turn over after winter storage

spree won't turn over after winter storage
I took my spree out of my garage yesterday after not having run it since November. I was too lazy at the time to do anything to prepare it for storage, so of course it won't start now. I charged up the battery and have tried kick starting it many times. It tries to start but doesn't have much power and never actually turns over. I guess I will try draining and replacing the gas and maybe the oil unless anyone else has any genius ideas?

Clean your carb.
Drain half the gas with a turkey baster, and top er off with fresh stuff. Once you get it running, leave it running.
Then, pour 1/4 can of SeaFoam in the gas and leave it run for 10 more minutes. Then take it for a drive to clean out the nasty s***.when you get back, topp of the tank again, and put in another 1/4 can of seafoam.
