Oil Pump Cover

I took the 2 screws off of the removable cover on my oil pump, and on the back of the cover there is a small dimple that presses against the oil lever shaft when the cover is tightened too much. This prevents the lever from moving. Why is that dimple there? Could the lever be installed incorrectly on the oil pump?
