whats goin on?

ill be driving my 86 jog for about 5 mintues going about 37 everywhere, and when i let off the throttle and go full throttle it just bogs down until i reach about 15 mph, then kicks back in again. Right now i know this only happens when my gas is low but not border line low. What could it be? Now it seems like the more i ride it the slower it gets. Right when i got it me and my buddy raced his aero vs my jog and were even until i got powerband and has mph on him but other than that theyy were the same. Now he just kills me off the line, but i can still catch him if the roads long enough
