1987 Spree no low end power

I just purchased a 1987 spree. The machine has no low end pull and doesn't start pulling until about 15mph. I took the carb apart and clean it and made sure it had a #65 main jet. I replaced the plug as well. The stock air filter does have a hole in it so I've ordered a new one. Any advice and guidance would be greatly appreciated.

Clutch or belt slipping? Does it seem like RPM’s are revving but just no “go”?
I need to find some new haters...the ones I have are starting to like me.

Revs fine on the kickstand but doesn't rev under a load. Very slow take off but starts pulling from 15 up to 25mph where it tops out

Definately pull the belt cover, front pulley and clutch assembly off and inspect. If the belt is slipping, the V section will be shiny and glazed. If the clutch is slipping, the bell will have a blueish/rainbow color to it indicating excessive heat from slippage. The clutch pads themselves and the inner bell surface can be smooth/glazed from slip/heat as well. Inspect and return with findings...pics help.

When the issue only shows up during take-offs, it leads one to think its belt/clutch related. The grip of the belt/clutch is under maximum stress from 0-15mph. If something is going to slip...it will do so then.

Thanks I'm doing a compression test next weekend as I'm borrowing a buddies tester. This week I'll pull the clutch apart and inspect it. Thanks for the help
