87 spree motor won't turn over, but turns over with spark plug out? Anyone know why?

Was running and driving only 1700 miles. I tried to start it and I thought the motor was seized so I pull the spark plug. And it turns over without the spark plug. I put the plug back in and I can't turn the motor over

When was it last ran? Crankcase could be full of oil from a bad pump.

It's called "hydro-lock"...drain the cylinder.
