need some assistance with my 87 150 elite...

she's givin my some trouble. won't start, engine turns but won't turn over. used starter fluid, ran for a second and then died. i found that no gas was getting to the carb. the vacuum tube and gas line from the fuel valve are not clogged. though i read that if you apply vacuum on valve gas should flow out, but it's not. so clogged/faulty fuel valve??? if so, inexpensive? any thoughts or tips. also, i bought the scoot off a guy, he said he prepped it for "dry storage" stabalizer liquids and all. sat for 4 years. thank you!
