87 Spree Good compression, good spark, gets fuel No start...

Hi I am a new member here, Ive been trying to search the forum for my issue but i couldn't find a solution so Ive decided to finally ask.
More details.
Picked up a 1987 Spree that was sitting for about a year in some guys garage, took good care of it from what he's told me. It was non running when i bought it but he told me the last time he rode it it fired right up. I believed him its a spree for christ sake.
I tried to start it and for some reason it is seaping fuel from the bottom of the engine case( the cover where the kickstarter covers). Where could this be leaking from? Is there and internal-engine seal?


- 125-130Psi compression
- good spark
- Cleaned the carb
When i try to start it, It will blurp and fire for about 1 second and thats it.
Reed valve? Crank case seal? Help!!!



Also when i got home after the hour ride i pulled the spark plug and turned the motor over and oil shot out of the spark plug hole. Was that the gear oil seaping into the chamber due to the scooter laying on its side?

Update:
Pulled the cover off and removed the pulley on the crankshaft... The seal wasn't even in the space. Replaced it.
Fires right up i just got it to idle now but the throttle does absolutely nothing. It just idles thats all.
Now why wont the throttle work? Suggestions?

Un thread the top of the carburetor (counterclockwise) and slide upward. It should be attached to throttle slide and should have a spring between it and the cap with a needle sticking out of the bottom of the slide. When you have verified the parts just described, turn the handlegrip throttle to verify it’s operational. When returning the parts back onto the carburetor be sure the groove in the slide aligns with the nub in the carburetor to allow it to fully seat down and carefully rethread the cap onto the carburetor body. If the parts are not as described or not connected as described, refer to the service manual for help or post back here.
It may have a snapped cable or other issues so check this first.
