Brass tube in bowl... Air Screw?

Help me understand what this brass tube on the carb of my 87 Elite 50 does (red arrow in pic). It is the one path I can’t seem to verify if it is still blocked or not. It looks like it would allow fuel up from the bowl and would be controlled by the air screw.

Your understanding is correct.
That tube leads directly to the pilot jet.
The "air screw" allows air intake from the filter side of the carb throat,
which in turn allows fuel to be pulled into the tube and through the pilot jet into the throat
of the carb adjacent to the main jet.
When you spray a burst of carb-cleaner from a spray can into that tube,
flow should be visible in the carb throat.
ALL of that circuit needs to be open to function properly.
