1999 Kinetic Moped manual needed

Hello,
I just scored a 1999 Kinetic Moped (TFR, maybe?) from a neighbor's garage. It has been sitting for 22 years and needs some help. I am looking for a manual and a good source of parts-- 3 out of 4 turn signal stalks are broken. I cleaned the carb and air filter, flushed the gas tank, and cleaned the spark plug. Looking for fuel/oil ratios now, and a service manual Any guidance would be appreciated.
