21mm OKO Carb Issues on '84 Spree

I recently picked up a modified '84 Spree with a 21mm OKO uni filter and dual reed cage with a MLM and sidebleed pipe. On top of that, the previous owner removed the oil injection system and recommended 40:1 premix. With that in mind, when I picked it up it started up incredibly strong and idled a bit hot. I was able to consistently get it up to 20mph quickly, but once 25 hit it would start to sputter and lose speed.

After I fixed a couple other odds and ends on it I began working on the carb to see if I could figure out how to get the full throttle to stop having issues, but I think I went backwards... Combing through lots of threads and videos (I am very new to this and thankful my stock '86 just runs) I pulled the needle out and saw that it was in the bottom notch (running richer, I believe). Should I maybe try and get new needles? Should I drill a hole to allow more fuel (https://www.youtube.com/watch?v=-B1IBbvZ1Fc)? Should I attempt to run it leaner? Im confused and any assistance is appreciated.

Is it the original engine? If so that carb is way too big. You’ll need to find a smaller one.
