Elite Es and elite e motors

I see in my manual that the elite es is designed to go 38 mph and the elite e is designed to go 30. They have the same motor numbers. The only thing that the manual says is different is the compression ratio.
The elite es is 6.8:1 and the elite e is 7.0:1.
I bought a 1990 elite motor for parts without the carb and was wondering why such the diffence in speed and if I could use my carb off of my es and or muffler to make the elite e faster? or if I should just use the parts from the elite e on my es.
Anybody know?
