is the brass sleev on the bystarter supposed to move freely because mine was so tight that i had to use pliers to get it out. Also on the bystarter there is a needle and a little clip then the spring are you supposed to put the spring on then the clip or is the clip supposed to go on then the spring on top? i tried to test the bystarter i hooked it up to a 12 volt battery and waited one minute and 30 seconds and it dident move is this bad?
