Clean the carb

replace airfilter and oil replacement (soak it and squeez out as much as you can) because Honda halfasses it

drain the gas out of it and clean the fuel filter

check petcock for proper operation

replace the sparkplug and check for spark

replace battery

squirt some gas in the intake an see what happens!

I am not a mechanic, nor do I play one on TV. Actually my advice is probably worth slightly less than what you pay to view it.

if money doesn't matter why'd you buy a dead lump?

Because it's fun to work on them and get them working? I've purchased lots of dead lumps and spent lots of money on them.

pohaku,
Hi, welcome! -- my first Honda was just like yours, it had sat for 10 years.
Kenny's advice is very good, only thing I can add for an extended rest - is check the airfilter. Mine just crumbled to dust when touched.

Also, once it starts check out everything electrical, left/right turn signals, horn, lights etc. A long rest can kill the switch contacts and ground connections. Have fun!

I can understand that but he specifically said he ain't got a clue, dead lumps aren't the best starter kit, if you don't have the experience you can't know if they're trash or just out of order

What better way to learn? If he spent a bunch of money on a running one and buggered it learning what not to do it would be pretty frustrating. Hondas are well engineered and quite likely it won't take much to get it going. The service manuals are available here and lots of knowledge. If it never runs he should be able to part it out and recover his investment or even make a buck or two.

id also suggest taking the muffler off to decarbonize it.

either by soaking it in a crystal lye solution or tossing it in a camp fire to burn it out.

its an easy thing to do and will definately help things along.

I have a dead lump Spree and I haven't given up on it yet...and he said money was no object for parts, which are pretty cheap for a twenty year old scoot, Plus try finding a running scooter on craig or 'bay right now! Very few
Hondas or Yamahas..I will not buy one of those $ 699 out of the crate GY6 chinese generics- ever
