Another Life Lesson Learned. Check stuff - even new stuff - before installing. Had I done so, I would have found that I could freely suck air from the fuel outlet of this shiny-new $55.95 petcock.
My old one felt as tight as a drum to the tongue, ( You kids: Don't try this at home.) although it leaked about a drop per minute. This new one just poured out fuel. The diaphragm doesn't appear to be the problem - that side holds vacuum. If I push up through the vacuum fitting with a paper clip, I can get the fuel flow to stop. However when I apply vacuum and then release, the valve does not close by itself. Honda will replace. You can be sure I will check that one!
Now if I could only figure out how to get the float needle seat to behave...
Has anyone ever tried a tiny O-ring for a float needle seat?

The problem I see with adding an "O" ring is that it will change the float setting downward and it will need to be adjusted up for proper operation, which is something you can't do with some of these Honda floats.

New Needle Still Leaky

The needle was new. The carb casting had no provision for seat replacement, and the metal was rough and gritty, making a good seal nigh-impossible. See "Minty-Fresh".
