But still nothing other then a Putt.........................Putt

usually if the bike can run run but seems off.Check the plug. If the plug is like a wet black. The cdi could be bad. Although it is giving off a spark the timing is off hence the wet black fouled look on the plug.

cdi is capacitive discharge ignitio, weak or no spark,bad timing?
so it wont fire?
fuel ,air ,spark.
could be a bad stator?

i still can't believe that there was a vespa specialty shop....

i live in eastern mass, so not many of those around here i believe...
closest to a shop like that would be the honda cycle service shop, but they charge way too much, and always overquote on the service hours.
