need help with dio

so i got a af16 block intake ported and boost port is matched for corsa with 44.4 mini stroke crank corsa bore ct chrome mani 28 oko carb jetted at 45 and 135 stock clutch with polini yellow clutch springs and koso 2k center spring with 8.4 gears and mid sparrow pipe with 6.5 and 5s gram weights

first off when i try and rev it sounds sluggish and just wants to bog then when im ridding i have to pretty much go wot to get bike to even move then it starts to clear up a lil then it catches and i can go and it pulls hard but the its like it runs out of gas and stop pulling and if im coming up to a cornor and let off gas it takes awhile before rev gets back on and cathes again any help would be good and running 32 to 1 mix and if i drop weights down it helps with the reving but then i have no top end flatens out about 45
