You could try Seal-All. It's gas and oil resistant. I use it to build oiled-foam air filters and it holds up well.

Re: plastic repair(not scooter)
wheelman sears dont carry this item. i found one finally on the net. both shops here dont carry it nor can they order it. AZ, seal all isnt a bonding glue, ive tried it still breaks inhalf. zir ties wont work in this case, fiber glas well maybe. super glue is too brittle cant handle the vibes from the mower. right now i put on some type of super plastic glue(made for plastic) and wrapped it in electrical tape to get me by for the moment, just to mow for the week. super putty? what are you talking about exactly?

Re: plastic repair(not scooter)
Are you quite certain that its plastic. It looks more like powder coated metal from the pics you posted.
Whether its plastic or metal, the best way to repair would be to use a sleeve joint. Find another piece of tube that just fits over and either solder after scraping off the surface finish if metal, or use an appropriate solvent if plastic. It would help enormously if you could identify the kind of plastic used.
