Moped Help.

My friend has a bike that was converted to a moped and after sitting over the winter it no longer runs. It will fire up when i pedal and release the leaver to engage the motor, but it will not keep running, and it does not seem to respond to the throttle. any ideas of where i should start to look? It has fresh mixed gas in it after draining the old out. also, one thing i did notice, the part that connects to the spark plug when removed has a portion of it stuck on the spark plug, and not in the rubber where it should be.

clean the carburetor, fix the spark plug connection.
taz 50mm bbk, 51g. rollers,1500 c spring
24mm arreche, #20 pilot, E2 needle clip on lower groove
arreche air filter
Naruku intake, reeds & block
v8 pipe
stock gears
trail tech temp & rpm gauges

so cleaned the carb, replaced the plug and connector. still no go. now by the exaust outlet and exaust its self there is alot of black oil. i was told the rings could be bad so i took then head off and they appear to be fine. on the cylinder head its self theres a lot of baked on black stuff. could this be the problem.

Any flow coming out of the pipe when you crank it? It might be plugged.

what dose the ex port look like is it full ??

ports are clear. When the clutch is released to get it going it will not idle and just keep running from pedaling. It barely responds to the throttle. The throttle is working, it lifts the needle in the carb, so i have no idea where to go. Maybe not getting ignition to begin with?

this is one of those bike thing ??? right!
do you still have spark? if not look for loss wires..
is the air filter on ? if not put it on
is gas getting to the carb ?? is the bole of the carb full
put a small amount of gas in the carb and try it let us no what happens
