Basic Troubleshooting Steps ?

Trying to help friend get his moped back on the road. 5k total miles, purchased new. Bike was bogging, now won't start. Cleaned/checked air filter, spark plug has about 1k on it, cleaned exhaust port. What else should we check? Thinking the muffler could b clogged bcuz he was using cheap generic oil for about 4k miles. Thanks

I'd clean carb first. Then make sure it's getting fuel then look at pipe(burn it out)

I meant cheap generic 2 stroke oil
