...and that right there is a pretty decent budget build.
Hope you'll start a build thread for it and if so, I'll be looking forward to reading about your build.
Given a choice, the Ruckus guys go for a Elite 4t or big Rival engine before the GY6. GY6 is just available at every street corner. Aka them how many miles they ride. Most serious riders I've talked to replace their GY6 annually. Where the GET riders don't have to.

So you can't argue that. I have a buddy who has been running his Chinese scoot with no exhaust whatsoever. And he has been beating the life out of it for 5 years. Still runs. The ruckus guys do it, and must like it. Just strange this crowd is against it.

The only thing on my bike from taiwain is my carb/mani and exhaust. I dont run cheap taiwain crap unless its a exhaust. Im currently working on getting the full malossi carb set up

That's good.
I think calling 4-strokes boring is flippant, rather than ignorant.
Be careful with that rear brake...
I'm curious, what you meant by be careful with that rear brake. What's wrong with it?

xx Honda Gyro -> Man I gotta fix that.
98 Honda Elite S -> corsa, pg long, 24mm oko, ct chrome, ZX trans w/ ruckus variator, trailtech vapor gauges
The brake levers are independent of each other, so it doesn't matter what his front brake is, he still can only squeeze it as hard as he use to before locking it up.
He only needs to adapt his rear braking feel so he doesn't lock up the rear.
Or is there a phenomenon I don't know about with drum front and discount rear?

Under normal braking the front does 85% of the stopping, hence the best brake should be in front, ie the disc.

Really, you don't want to overpower the rear brake... conventional wisdom from motorcycles. If you skid, then let off the brake, you can high-side the bike.
All that said, scooter weight distribution is much more biased rear than a typical motorcycle (rider farther rearward, engine farther back). Either way, just be careful with it until you get the hang of it. Do some panic stops and get a sense of when the lockup is about to occur.
I think you will really enjoy the GY6 swap.
I put one in a Elite last winter and its much nicer to ride (IMHO) than the stock or the later 82cc AF16 it replaced.
Better low end power... perfectly happy to idle around all day if you want... nice for regular street riding and better mileage to boot! Factor in no premixing and its a win win to me.
Totally stock GY6 with a pipe and aftermarket air filter and its surprisingly quick.
Run it pretty much daily since spring with no issues so far.
I have a ministroker Elite and a GY6 Elite and I enjoy the GY6 more... hardly drive the 2 stroker anymore.
I run a rear drum brake setup motor so I cant comment on the rear disk setup.
