OK, I'll give this on a shot.
Pully mod basics 101
#1) Remove the belt cover.
#2) Undo the nut on the crank shaft.
#3) Remove the outer pully half and put it aside.
#4) Move the belt out of the way.
#5) Remove the inner pully half.
#6) Grind off the lip on the inner pully half.
#7) Place a washer on the crank shaft.
#8) place the inner pully one the crank shaft.
#9) Put the belt back in place.
#10) Place the outer pully on the crank shaft.
#11) Put the nut back on the crank shaft.
#12) install the belt cover.
#13) Ride your scooter around, your done!
These are the basic procedures of the pully mod. There are however a few more things to do. i.e. 1" longer belt, adjusting the pully for the speed and torque of your liking using washers inbetween the pully halfs.
If you have mor questions just ask. but this along with all the other threds on this topic should cover it.

Please read the forums. That's what they are there for. There is a technical document that discribes exactly the process of how to do the pully mod.

I'm out.
